The “Precautionary Principle” is a legal and policy principle that states that when an activity poses a risk of serious or irreversible harm to human health or the environment, governments may take preventive action even if scientific evidence is not yet conclusive. For example, governments may restrict deep-sea mining or the release of genetically modified organisms if there is credible concern that they could cause irreversible environmental damage before definitive proof exists.

A private contractor is a privately owned company hired by the government or another organization to perform specific services or functions under a contract. Instead of using government employees, the government pays the company to carry out particular tasks while retaining overall authority and oversight. For example, SGS often inspect multiple government institutions, Accenture is often hired for country’s digital transformation planning, etc.

Jason is a devoted family man who lives with his wife, Stephanie, and their three children. Following a catastrophic man-made disaster that devastates their hometown, Jason is separated from his family. Despite searching for him for ten years, Stephanie still failed to find where he is.

One day, Jason's close friend, Brian, who has been working abroad, unexpectedly recognizes him in another city. For the purposes of this debate, it is certain that this man is Jason. However, Jason has no recollection of his life before the disaster and has been diagnosed with amnesia. During the past ten years, he has started over, married someone else, and is now happily raising  a  new family.
